The Role
Main Duties:

Strategic Support: Assist innovators and industry partners in planning and designing evidence generation strategies for health economics and outcomes.

Collaborative Evaluation: Collaborate closely with innovators and industry partners to assess the impact of healthcare technologies.
-
Impact Assessment: Evaluate clinical and economic impacts to facilitate outcomes-based decision-making within the NHS.
-
Knowledge Transfer: Support NHS partners in comprehending the benefits, opportunities, and challenges related to the adoption of novel health technologies.
Functional Responsibilities:
-
Conduct evaluations and economic assessments adhering to established methodologies and reflecting current best practices.
-
Design and develop transparent and user-friendly economic models, including budget impact, cost consequence, cost benefit and cost-utility models appropriate for the audience and decision-making processes.

Develop models and evaluation frameworks, employing mixed-method approaches to evaluate a range of health technology types and in different clinical disciplines
-
Conduct systematic and targeted literature reviews.

Advise Innovators and Industry partners on the criteria and pathways for adopting and procuring healthcare solutions across different care settings.
-
Engage with healthcare professionals, managers, and commissioners and various levels to understand challenges and needs, to scope future opportunities for evaluation.

Develop interview and research protocols that support specific projects across diverse clinical, patient, and care pathways, and conduct stakeholder interviews to build evidence where needed.

Construct models of complex pathways in different clinical settings, collaborating with various stakeholders, and including financial and non-clinical data to enable comprehensive qualitative and quantitative assessments.

Be an integral part of a team of methodologists within Health Innovation Oxford & Thames Valley, offering support for the team's development.

Perform data analyses to ensure the validity and reliability of studies, with thorough evidence and support.

Adhere to the Trust’s Information Governance Framework, particularly in assessing various data types and implementing the necessary data protocols to ensure safety, security, and confidentiality.

Help secure funding for specific economic assessments from various sources, including grants, charities, and industry.

Prepare case studies and develop manuscripts/publications for submission to high-quality journals, including peer-reviewed journals.

Provide training and knowledge-sharing internally within the organisation.

Communicate and present work to both specialist and non-specialist audiences to ensure that key messages are understood.

Exchange specialist information with colleagues from related disciplines and provide highly specialised advice as needed.

Maintain a high standard of work to support the timely, quality-focused, and cost-effective delivery of projects.

Support the organisation in upholding its values, vision, and mission, both within the SIP team and across the organisation.
The successful candidate will be highly self-motivated, organised with a committed attitude.
The post-holder's portfolio will encompass evaluations of various technology types, including AI, Diagnostics, Med Tech, Digital Health, Pharmaceuticals, and pathway and service innovations, at different stages of development.
You
Essential Criteria:
-
Educated to MSc level or equivalent in Economics, Health Economics, or a closely related discipline, or equivalent research, industrial, or commercial experience.
-
Proficient in developing cost-effectiveness and budget impact models from scratch in MS Excel, with 2 to 3 years of experience in health economics modelling.
-
Demonstrated commitment to continuing professional development.
-
Proven track record of evaluating diagnostic tests and/or medical devices.
-
Competence in qualitative and quantitative research, including interviewing, and familiarity with appropriate research techniques.
-
Proficiency in various computer programs, with experience in data presentation and analysis.
-
Publication record or a pipeline of papers in relevant and peer-reviewed journals. Knowledge of information governance and the management of diverse data sets.

Able to handle complex information and elicit key points for discussion and presentation.
-
Ability to build effective partnerships, common purpose and shared understanding across a range of diverse and competing views.
-
Ability to communicate effectively with industry, service providers, commissioners, clinical, academic and all levels of staff.
-
Excellent oral, written, and presentation communication skills, and ability to write clearly and succinctly for publication.

Actively contribute to health economics team, and presence through posters, abstracts, academic publications, and presentations at academic conferences

Proven ability to carry out economic evaluations – modelling 2-3 year.

Knowledge and experience of the application of alternative decision frameworks for complex decision making.

Proven mixed methods evaluations (qualitative and quantitative methods) research skills.

Ability to provide and receive highly complex information and to overcome barriers to understanding.

Ability to communicate impact to relevant budget holders and provide relevant business cases.

Ability to conduct a detailed review of literature.
-
Ability to develop and apply new concepts including analytical frameworks.

Willingness to develop methodologies to evaluate medical devices and technologies.

Provides consistent and effective support to the Lead Health economist & Methodologist. Diagnostics & Precision Medicine to enable the delivery of a highly effective programme.

Able to drive across the Health Innovation Oxford & Thames Valley region.

Willingness to travel both within the United Kingdom and abroad to conduct research and attend conferences.

Demonstrated capability to manage own workload and make informed decisions in the absence of required information, working to set timescales.
Desirable Criteria:
-
PhD or equivalent in Health Economics, Epidemiology, Health Management, or a closely related discipline, or equivalent research, industrial, or commercial experience.

Experience with statistical packages such as STATA and Minitab.
-
Experience in the evaluation of digital technologies.
-
Understanding of Machine Learning/Artificial Intelligence.
